Grantee Alliance for an Energy Efficient Economy

    Grantee base All India

    Year 2013

Under the provisions of the Energy Conservation Act 2001, State Designated Agencies (SDAs) have been conferred the power to facilitate and enforce the efficient use of energy and its conservation. Thus, the State Designated Agencies (SDAs) are the strategic partners for promotion of energy efficiency and programs under Perform, Achieve and Trade (PAT) and Market Transformation for Energy Efficiency (MTEE).
To meet their obligations under the PAT and MTEE, SDAs need strengthening of their present capacity. Recognizing this, Shakti Sustainable Energy Foundation initiated a study with Alliance for an Energy Efficient Economy (AEEE) to map the present situation of SDA and support needed for meaningful implementation of PAT and MTEE scheme in respective states.

This grant helped in studying the amount of energy that can be saved by replacing inefficient lighting by LEDs in both the commercial as well as residential sectors. It also led to an assessment of the economic feasibility by comparing the potential cost of LEDs to the size of a procurement order, and identified the payback time for each option. Finally it aimed to propose actions towards mainstreaming LEDs in the country by informing the Ministry of Power of the economic and energy related benefits.
Two of the recommendation in the study has already been instituted. LEDs have been included the Rajiv Gandhi Grameen Vidyutikaran Yojana scheme and the rural electrification scheme. Under both these schemes one electricity connection and a CFL lamp is given to every household at no cost.
Additionally Ministry of Power has asked for a follow-up study to be done in estimating the lighting demand for every DisCom. It has also asked for an analysis for the costs and benefits for the utility and the consumer.
