  • Best Practices for Traffic Signal Operations in India

    Signalised intersections are critical for managing city traffic and therefore should be designed to maximise the throughput of traffic. However due to inappropriate signal timing cycles that do not take into account the actual traffic volumes at the intersections at any given point of time, there are significant delays and vehicle idling making intersections hot-spots of vehicular emissions and poor air quality. In Indian context, improving the efficiency of traffic signals to handle traffic is expected to improve the pollution at the signalized intersections by 20-30% in most situations. Therefore we initiated this project to develop best practices for traffic signal operations in India. The project provides recommendations on efficiently timing traffic signals at intersections to reduce delays, vehicle idling and corresponding emissions.

  • Developing innovative public transport information systems

    The mode of sharing of buses in Indian cities has been declining over the years. A reason for this is that passengers do not have enough information on bus operations such as bus routes, stops and the expected arrival time. This makes the system unreliable forcing passengers to use private modes of transport. To retain and increase the mode share of buses, it is essential that bus users are provided with real-time, accurate and reliable information on bus operations. To address this need, we’ve invested in the development of an innovative passenger information system that uses Information Technology (IT) based web and mobile applications, using Hyderabad as a case city. Data was collected through flock sourcing and a special app called Routemaster was developed specifically for this purpose. Data collected through the app was later converted to General Transit Feed Specification (GTFS) format, the international standard to represent bus operations data. This data collection methodology and the mobile application (available online) can be replicated to generate similar bus information systems in other cities.

  • Public Private Partnership (PPP) models for development of sustainable urban transport systems

    Cities do not always have the infrastructure required for providing effective public and non-motorised transport services. As a result, people shift to energy and emission intensive modes of transport like cars and two wheelers. The lack of finance is a key reason for this inadequate infrastructure. It is estimated that over INR 700,000 crores are required over a period of 20 years (2012-2031) to strengthen urban transport services in the country. This is unlikely to be met through government funding alone. The Government of India is encouraging cities to generate additional funds through mechanisms like Public Private Partnerships. But how do cities best leverage this opportunity given that they may not have the required expertise? This study identifies potential sustainable urban transport infrastructure projects that have the most potential for Public Private Partnership (PPP) arrangements and proposes action plans for cities to enter various forms of PPP arrangements for these projects. In this context, this initiative was started to identify potential sustainable urban transport infrastructure projects that have compatibility for PPP arrangements and propose action plans for cities to enter various forms of PPP arrangements for those projects.

    Vehicle fuel efficiency performance can be improved by improving various vehicular features like aerodynamics, tyres, transmission etc. Of these features, tyres offer the maximum potential to improve the overall vehicle fuel efficiency as the rolling resistance of tyres alone is estimated to contribute up to 20 to 30 percent of the total fuel consumed by the vehicle. As such, introduction of efficiency standards for tyres can enable significant fuel savings. Therefore, we supported this initiative to evaluate the existing standards for tyres in India and identify the key interventions required for establishing a stringent tyre standards and labelling programme in India.

  • Review of data maintenance practices of State Road Transport Undertakings (STUs)

    State Road Transport Undertakings (STUs) operate and manage inter-city and intra-city public bus services in India. In the process, they generate huge amounts of data on route planning, ticketing, fare collection, fleet management, asset management etc. The quality and quantity of this data has increased exponentially with the introduction of Intelligent Transport Systems (ITS) for bus operations. This data can be utilised by the STUs to improve their operations and thereby customer satisfaction and revenue generation performance. Recognizing this, we supported a review of the existing data maintenance practices and performance measurement indicators of STUs to see where improvements could be made.

    Conventionally investments in urban transport systems have been directed towards implementation of car oriented infrastructure. However, the National Urban Transport Policy, prioritises sustainable modes of transport. To promote allocation of funds towards development of projects in a sustainable manner, Shakti supported Institute of Urban Transport, the technical arm of the Ministry of Urban Development (MoUD), Government of India, to develop an evaluation criteria that appraises projects based on the principles of sustainable urban transport. The report has been endorsed by MoUD and was launched at the Urban Mobility India Conference, 2015.

  • Improving vehicular fuel efficiency

    Bus fuel efficiency can be improved by detecting and replacing old and worn bus components, responsible for more fuel consumption and higher emissions. This can be done by adopting a preventive maintenance regime for bus fleet which involves a schedule of planned inspection and maintenance activities. Shakti initiated this project to analyse the existing national and international best practices on inspection and maintenance of bus fleet and recommend a set of guiding principles for bus operators to develop their fleet inventory data base for maintenance, design ways to identify the causes of poor fuel economy and scheduling inspection and maintenance of buses.

    City bus systems are at various levels of performance in terms of their operational, planning and management practices. While some cities have not been able to operate the entire fleet available with them, other cities are using advanced information technology based systems to optimise their operations and manage the fleet. Also, bus operations in all cities are challenged by the lack of adequate supporting infrastructure like bus stops, terminals, depots and lack of trained man power. A wide range of interventions are required to improve the overall performance of city bus systems. We have supported efforts to identify the key challenges faced by various bus operating agencies, and develop a roadmap for improving their performance.
