In December 2015, the Ministry of Environment, Forests and Climate Change and Central Pollution Control Board notified more stringent emission standards for thermal power plants. This report presents a comprehensive benefit-to-cost analysis to assess the suitability and the impact of the new, more stringent emission standards for thermal power plants. It recognizes the cost of environmental externalities (in terms of mortality and morbidity) associated with coal-based power generation as well as the system-wide cost to conform to the standards.
