Coal-based thermal power plants are a significant source of air pollution and greenhouse gas (GHG) emissions. To address this issue, the Ministry of Environment, Forests and Climate Change and Central Pollution Control Board notified more stringent emission standards for thermal power plants in December 2015. However, little progress has been made by the thermal power sector to implement the new standards and the original deadline to comply has already been missed. This report analysis the phasing plans formulated by the Regional Power Committees (RPCs) to comply with the new standards and provides recommendations to formulate a more ambitious yet achievable timeframe.
